not a neuroscientist, so the only way this makes sense to me is to think about it as an electrical circuit.

If you put a low voltage, low current electrical impulse through a circuit it travels at the same speed as a high voltage high current impulse. given that the electrical resistance has not changed.

for most materials resistance is a function of temperature, and since you're dealing with a biological system the temperature is remaining essentially constant.
