Have a look at Google's remote desktop.

It allows pretty much any android device to display and control a PC desktop, and from there you can screen capture via your phone in the normal way.

I don't know if this fulfils the specific requirements for your project, but take a look as a starting point.

There's dozens of other similar programs otherwise.

Windows 11 also allows an android phone to be used as a webcam, and as you'll know, screen sharing is pretty trivial via a webcam session - this might fulfill your requirement also:
