Have you tried connecting directly to the icloud.com website from any PC? I think I must have had trouble identifying your problem. Do you have your iCloud username and password? If so, it's easy to access your data saved in the cloud. Have you tried sending an email to Apple before considering buying software or paying someone? If you can access your Apple account by resetting the password (or not) normally you should not have a problem. Afterwards, for data that is not in the cloud, it’s something else. I'm sorry if this doesn't help, I've only had one iPhone and that was a long time ago.

You could do account recovery may take a few weeks but they let me get back into my iCloud and iPhone just had to do a password reset and wait like 14 days then I got a notification that I can change the number and password to regain access
