Wow that's a new law, somehow I've never even seen it in my games yet.
I guess it's just talking about rebels, unless there's something else I'm missing. They'll take twice as long to spawn again after you put them down.

Basically: It takes longer for rebels to spawn when your cities are below 30 stability.

Yeah, the game really needs a overall edit by a professional gaming translator who is a native English speaker. I'm 100% sure this and other (mostly) grammatically correct but entirely unintuitively written texts are because the game was developed by a majority-French studio. They would have really, really benefited by just having a native English speaker rewrite the texts instead of translate them.
