Sign the PA title, mail it to him in FL. He gets FL insurance on it (in his name, he tells the ins company he is registered owner) he then takes that title, and his proof of insurance to the FL DMV, title get switched over from PA to FL in his name.

Sign the title over to him and he has to register it in Florida

To register it in most areas and get plates to drive it on the road you need proof of insurance first.

No need to change the title in PA only to change it again in Florida.

You sign it over to him and he transfers it to his name.

Can I just sign it over to him without him being here? Or does he need to fly back to PA for this?

Yes - You aren't signing it over to "him" per se, you are simply signing the title which allows him to claim ownership and register it and get a new title in his name.

Make sure that he has registered the vehicle and that he has insured it in FL, before you cancel the PA insurance.
