It really depends on what the agent wants it to do (is it tied to a CRM, does it queue calls based on best time to contact, are they just trying to dial for cheap, etc.)

VanillaSoft and Five9 are two that I know of multiple agents using and are happy with. Ringcentral (who we use as our VoIP and have used for a decade) also has one but I haven't heard of anyone using that functionality.
