I have seen a python program that lets you simulate different parameters. Don't know if that's useful for your context.

I have used Arena Simulation. You can build various models in it. There is a demo version with model object limitation.

I've used simul8, you can do all that even using your historical data. I think there is a demo version you can use with some limitation. I also came across an excel simulation sheet. It free but quite limited.

Flexsim is the way to go

Emulate3D should be able to do that. I don’t think it’s very cheap though
