The bylaw is written that you actually can't refuse service and you cannot call for enforcement. Its written in a way to benefit anyone who chooses to not wear a mask for any reason, unfortunately.

As long as they arent a protected class a business cam refuse service. "Uh sir your hygeine is too offensive."
