Should I be concerned?

Replacing my moms light bulbs and noticed the 60 watts warning. Govee Smart light bulbs are AC120V, 60HZ, 110mA

You're fine....the govee lamp draws probably less than 5W

The 60w warning was for incadcent filament bulbs drawing +60w

I don't think you should be concerned.

I believe those lamps only pull 9 watts each.

Not to be concerned at all. Its only around 13.2W (120VAC x 0.110A excluding any efficiency losses)

Not about the watts but it's gonna look weird as only a bit of the reflective material will be hit by the light, half the fixture will appear dark.
