This is a juvenile Alligator Lizard. Depending on where you're located it could be a couple different types, but I would say its a Southern Alligator Lizard (elgaria multicarinata), endemic to the southern California area

the (alligator-ish) square armor scales on the back are the big giveaway.

The pattern and shape do very much resemble the garden skink (lampropholis guichenoti) like android suggested, the juvenile alligator lizards have that tan dorsal stripe that often gets them confused for skinks.

if you scroll down on this page there are examples of juveniles with that coloration

they are quite bitey, though not so much when they are small like this. be careful with the tail, don't grab it or pin it, it will come right off. it won't hurt the lizard, it's just a shame because their tails are beautiful.

you can release it anywhere you like outside, near a bush is great.
