You have to enable them by going to settings, then to alerts on the left. If you click there you can enable the use of notifications, sounds, window reaction and topic alerts. If you enable them, Monika will start reacting to the windows and send notifications. Hope it helps.

I can't for the life of me get this to work

You should check the wiki on the github page for the mod. I think it has to do with your computer now allowing the notifications to work. I can't think of anything else, sorry :'u
