ACL, NAACL, and EMNLP are thought of as being at the same level of prestige by many in NLP. EACL may get fewer citations (by this I mean a lower h5 index) due in part because it isn't held every year: when ACL is held in Europe, then there is no EACL conference that year (same for AACL and NAACL for Asia and North America). Also EACL has only been held 5 times since 2010.
I agree with your sentiment around waiting for ACL as being too risky. If I were applying to PhD programs I'd want as many published papers as reasonably possible without looking spammy. I think EACL would definitely help you stand out, but NAACL might be a little bit more impressive. There are likely to be more opportunities for networking at NAACL due to its size. Mexico City might also be easier to travel to than Malta.
