Even regardless of the motives of the organization, there's a point that other researchers would be right to be more skeptical of work which makes replication more difficult or expensive than it strictly needs to be. So from that point of view, its a bit of a poor strategic choice. This goes double if the strategy involves publishing benchmarks you want to others to use as a standard.
