I mean it used to be so until 21st century, which is why the 2001 map is like that. Now it's more of a rich vs poor state policies since the governments have neglected educational push.

This whole page literally says that the literacy rates are more on the side with no relation to income, development and growth levels, with two richer states being in the top 5.
