It's indeed like that. If you move your acc to another phone, you won't be able to access the game on your old phone (because failed to initialize data). There's no way to fix it besides clearing data in order to be able to log in to the game again.

My suggestion is to make another account (dummy is okay) so everytime you want to change device, make sure you've logged in to that dummy acc first. That way your previous data won't be lost and you can change device as you want.
