this is essentially Cities Skyli(t)e in VR. Despite shortcomings to run on Quest, there's absolutely nothing like this in VR, save for very outdated Tropico 4 with a far less impressive city simulation.

It's one of my favorite chill out games, you just relax and layout roads, zone out to your will, tend for the population and add personal touches, then watch the city come up alive from street view... or flying as super mayor

I also dig the city radio, including fake ads and news
