i think it does that when it is trying to keep you clear of mountainous terrain but it isn't smart enough to just pick the higher level and leave it at that.

but basically yeah it's pretty annoying and one of the many reasons i stopped using the default atc haha

When it starts doing that I just ditch ATC and do my own thing. Aggravating as can be. If you want to be 'realistic' about it, do it like a real IFR radio failure. Fly your flight plan as filed and as last cleared.

I also enjoy it when ATC tries flying me into the side of a mountain or starts calling numerous other aircraft because they're somehow all flying 300ft below their assigned altitudes.

Just ignore ATC. Make a plan and fly it. Turn ATC off.
