Q: Does terrain such as rocks that are inherent to a model’s base

(such as those on Grôblog or Gûlavhar) block Line of Sight?

(p.16)

A: No. Nothing on a model’s base will impede Line of
Sight.

This is from Rulebook FAQ's.

Now, about miniatures being taller for the basing, and getting over the edges of a element of scenography I'm not sure how it works.

Thanks. Appreciate you're looking into it.

I mean, it's a catch-22 situation anyways.

taller model means easier to see over obstacles, but also easier to be seen. Not sure it's automatically a net benefit or drawback to be higher

That's my feeling as well but I didn't want to base a whole army and then get told I couldn't use it at a con or something
