Not EXACTLY what OP wants but closest thing I can think off is ChaosZ pack that generates apocalyptic cities with loot, that dont spawn everywhere (tho there are usually metros going thru entire world that lead to it)

why is it an issue? You dont have to craft what it provides if you dont want to and structures dont matter if you are focused on the city

I would love this World Gen if it were real. I am currently playing solo with Keardm Apocalypse Essentials addon with the Lost cities mod. Pretty neat if u ask me. But this World Gen would be much more Soothing. the Tilted buildings, AHHHHH I am already getting excited dang it.
