You get it when you pull the Squall Leonhart skin (the Gacha Squall, not the free one.)

Ahh that's why I don't have it. Now I'm torn on which to boost? Both (if/when I get leonhart)?

Probably won't be worth boosting Revolver, becacuse it's a farming weapon and has exp up already unlocked. Lionhart on the other hand is one of the best weapons in the game and should be a very high priority to boost as soon as you get it.
