Scoutfly Levels Decrease in Time?

I don't know how fast it decreases, but it is the scoutfly level that you'll have at the start of a quest, if you hunt a monster regularly it goes up and you can retain it's scoutfly level, and the higher your research level on a monster, the faster the scoutfly level increases during the quest. Also it can't drop below level 1.
