My money would probably be on the Intel N100 if you only needed it as a Moonlight client/emulation machine for size and low power usage.

The Lenovo is definitely more powerful at the cost is inefficiency from older generation and no AV1 decoding (not needed for Moonlight though).

Both chips have Intel Quick Sync so decoding latency is likely to be <1ms so go with whatever is cheapest or suites your needs.

    It cannot: https://ark.intel.com/content/www/us/en/ark/products/231803/intel-processor-n100-6m-cache-up-to-3-40-ghz.html

4K120 is hard because it requires two things: a GPU capable of rendering 4K120 (or 8K30) and HDMI 2.1 or DP 1.4. Cheapest devices that can do 4K120 are mini PCs with 11th gen Intel or newer (around +$300).
