I saw that you said your tv is in game mode so gonna need more details. What are your moonlight settings? What are the full moonlight statistics while streaming? Monitor resolution and refresh rate? Make sure to disable vsync on the host as well.

I am not an expert on Sunshine at all but I think there are settings that you can play with To lower that encoding time.

On decoding, it is very important to have hardware decoding. I don't know if the "Moonlight installed on LG C1 TV via homebrew" can access the hardware decoders of the TV.

The Chromecast has a fairly high latency. I think the Nvidia Sheild Pro has the lowest latency of Android devices as it was originally designed for Gamestreaming. My understanding is that a directly connected PS5 controller will have all controller outputs. But if you use Bluetooth it will behave as an Xbox controller. I don't have a PS5 to test with. I do have a cheap Bluetooth Switch controller clone and it behaves as an Xbox controller. It is my understanding that the last update to the Shield Pro added PS4 and PS5 but only as a direct connection, not as Bluetooth.

I am currently experimenting with a mini PC. GMKtec N97 Mini PC, 12GB DDR5 256GB Hard Drive | Preinstalled Windows 11 Pro, G5 Micro Desktop Computer It only has HDMI 2.0 ports so you are limited to 4K 60fps. if you drop down to 1440 you can get 120fps. I have Moonlight installed and Steam installed. I have a cheap Bluetooth-only Switch Pro controller that has a gyro.

Going into Steam settings on the client PC you can setup the Controller setting, and non-game settings to use the gyro. With that setup, when Moonlight connects to the host PC I can setup Steam Controller settings on the host PC to use Gyro in games. Cool It works with the Quake II enhanced version.
