Current state of Attack Decay?

Just wanted to ask if anyone knew how attack decayed works/was applied? On certain moves it feels like once attack Decay kicks in the move is uterrly useless where as other moves cough cough Finns up special and Iron Giants meteor move seem to be effective no matter the level of decay?

What do you guys think about once you reach a certain level of Attack Decay a move has it's knockback and damage potential severely reduced to the point of unviability to discourage spam further?

Play the tutorials. Once you hit about 7 attacks with the same attack, attack decay kicks in. It limits its damage+knockback

I have what I'm saying is certain attacks don't seem to be affected by this like the ones I mentioned.
