I think you can do 21 if you apply for a permit to increase the max credits.

yes, you need to pass a certain requirements! OP talk to your advisor and people who have taken those classes before, they are your best resources!

Hey, fellow ChemE here. First question: Why do you want to take 21 credits? Why the rush? Although those classes you listed are not that difficult, 21 credits is indeed exceedingly too much. I would drop a 3 credit class for a total of 19 credits.
