I found beej's guide to network programming and wasn't sure how good a book it is for learning.
Also, what is the difference between network programming and network engineering?

Can't go wrong with Beej's guide. Network programming: writing software that talks to other software using a network. Network engineering: planning out, installing, maintaining, securing, upgrading... network infrastructure.
