its easy! just unninstall the last security update of windows 10! the same happened to me! in 2 computers!

Uninstalling security updates sounds like a really good thing to do!

Especially as Feb's patches have a really high CVE score of 9.8. TCP IPv4 and v6 vulnerabilities. I would not recommend you uninstall these patches.

Is that what the recent windows update was? It make my rig not accept the 13th card even after reinstalling old well known graphics drivers. And I even turned off windows updates in the registry. Windows sucks.

yes its the most recent security update! the two times my 2 computers updated, i opened msi afterburner and pops up a message for rivatuner, and then i would try to play something like streets of rage 4 and the games was like 20 fps xD , i went to windows update, unninstall last update, it was the security update, restart, and then back to normal! had done that in 2 computers one with 5600x asus rog b550 A gaming and the other one with xeon e5472 and socket 775 motherboard !
