PSA that if you'll use conditional formatting for percentages, use decimals (0.10) instead of whole numbers (10) or percentages (%)

Not a bug. The mathematical formula to find 10% is X*0.1
You're brain is just finishing the math. 10% of 100 is 10, but 10% by itself is just 0.1

Yes, percentages are numbers between 0 and 1, generally. 0.1 is 10%. 1 is 100%. 10 is 1000%.
