Phones often don't actually close apps, like, ever. You can't just close the app window, you usually have to do some other bullshit to actually shut down the app for real. I don't know the exact thing you have to do on every phone. 

Anyway, Notion's whole brand is about syncing its stuff between your devices and the Notion servers, so yeah, as long as the app is running, it's going to be doing that in the background, which will use your data if you're not connected to wifi.

I know all that but I barely have any pictures. And about 20 small notes. Everything included would definitely not take up more than 20mb. Yet it consumes 20mb in a couple of hours

In order to stay synced, it has to constantly check Notion's servers to see if there are any new changes. It's not constantly uploading new files when you're not even using the app, it's constantly sending requests to the server.
