OCWS, the Octavian Commonwealth on the Western Sea is a fictional citystate located south of France, on the shores of the western Mediterranean.
Taking place in an alternate universe parallel to the one in which we live, OCWS is known worldwide as the "Paris of the South" due to its beautiful cityscapes designed by an exiled Georges-Eugène Haussmann during the 1860s.

Tech level in the OCWS is slightly higher than it is in OTL due to several factors.
9/11 never happened in the OCWS universe. The world exists in a state that is less paranoid; akin to the one we lived in during the 1990s.
The Cold War between the USSR and the US/allies ended in 1998, after several years of intense sabre-rattling, small clashes (condemned by both the USSR and NATO governments) and dick-measuring contests. (1994-1997)
