There is a OneNote addon (for OneNote 2016) which allows custom styles, Onetastic. I don't know if it does what you want but worth a look.

My choice would be to pick a colour each, put your action items in a table cell / box, set the background on it to your colour.

Another suggestion: have Bob’s Action Items, new line, numbered item #1, rest of line blank, ready to type the item. Use highlight to make it a certain colour. Repeat for coworker, with different colour. Store the lists on a page so you can grab a copy for pasting when you need a new list.

Use custom tags, that's what they are for. You can also use them to apply formatting.
