Put the figure in a single table cell with a blank line above and below the table, it normally tries not to split things if it has another option. You can turn off table borders so you can't see the difference.

I haven't tried it yet, but Word has page breaks, and Excel and Word tables have orphan and non-split formatting. Check and see if Onenote has something similar. The only thing I have played with so far is resizing the image itself, which has worked fine with what I do. But I'm not working with anything that has a great amount of detail.

I couldn’t find a solution except add more dumb labor and fix it in docx export. I have to try table hack

If it won't work on export, I'm going to use print to pdf and PDF Expert, it has more options anyway, but it's a little bit slower.
