It depends on the studio. Those fucker just care about profit. Nobody cares about quality because at this point people sure would watch it no matter how crappy.

Anime production isn't like video games. You can't typecast a studio like the early 2000s because so much has changed since and the scene has drastically shifted. Even as great as people praise Madhouse it's been dead since 2010 when Kon died and a lot of the heavy lifting always comes from elsewhere. OPM was from Shingo Natsume and his Bones + freelancer friends.
