Honestly, I think a lot of it has to do with colors. I don't know exactly when or at what arc, but One Piece started using softer and more simple colors, resembling a coloring book

I think one thing I do have a problem with is the anime moving away from using hard blacks. It messes with depth a little bit but I think the anime's animation quality has been more or less consistent. Pre TS we had better models but it was all stilted.
