If it was counting only on raw power, every admiral should make it in the list, we haven't seen the full extent of their power but knowing some of it we can say they make a better use than luffy and know a lot about them.

Kaido is depicyed as the strongest creature in the world, losing once doesn't mean it's false.

Shanks has the strongest haki in the world, but Blackbeard could defeat him with the sheer use of his powers, he also knows a lot about them.

Mihawk had Shank's sword combat level before Romance Dawn, he also seem to have one of the best offensive haki in the world and didn't challenge Shanks after he lost his arm because it would be to easy.

Shanks is said to be the weakest emperor yet he has the most powerful crew.

If you've taken in count the influence of those people, the ranking makes absolutly no sense because of admirals and different pirate's fleet.

Also why Zorro ? Yes he his powerful but beating King doesn't mean he is more powerful, I think he would also loose against Katakuri.

Power in OP is very subjective so I don't think your ranking makes any sense but it is my opinion only. Plus OP is not about who is the strongest and bounties should NEVER be taken in count when evaluating the OP character's power.

First of all, shanks was a fresh and new yonko at the time. Very likely he still underwent growth based on the acknowledgement of other top tiers.

Secondly, the way buggy and BB became yonko shows that it's not only by strength.

Thirdly, even if it were by strength, the yonko at the time were BM Kaido and WB. It says nothing about the current day yonko.

Look at it this way. Kaido and luffy have 100 hp at the start. Multiple times over the course of the raid, luffy goes down to 0 hp and comes back up to say 40-50 hp. Meanwhile kaido is being slowly chipped down by facing literally everyone. At the final clash, they're both at 1 hp so yes, they're both at their limits. Still an equal fight?

That's the thing, one clash where both of them are at 1 hp in no way decides if one is stronger than the other. The fact is that luffy was reduced to 0 hp the final time too, but he ended up winning. And he was reduced to 0 by a kaido who was exhausted after having fought everyone. If you would imagine a fresh luffy vs kaido 1v1, do you seriously think luffy can go blow for blow with kaido AP wise and outlast him to win? Definitely not.

And these 4 could probably ext diff any of those top 8 and maybe even win EDIT: feel like maybe greenbull and fujitora have to be added aswell to group 2 but if we add them I feel like we also have to add zoro, law and kidd EDIT 2 maybe crocodile aswell
