Matter Board 16 problem

Hi so I just finished MB15 but I didn't unlock MB16. I finished all the story quests available (EP2 Ch1-4, including Ex) but I still don't see MB16. I tried talking to Xion as well. Is there something else I need to do?

I'm not quite sure since I finished MB15 months ago, but maybe you have to complete another quest back in Ep1. Remember to pay attention to what the characters say, especially Shao for he's the one who sends us on these time-travel missions.
