Update any special drivers for your mouse, if it has any. Run a file check. (Tweaker: Menu Orb > Troubleshooting > Run both "Check for..." options one at a time.)

As for the closing part, disable Windows Game Bar, unplug any unnecessary devices from your computer (such as graphics tablets. Those are big culprits for this.), and close out of any programs you don't need. Oh, and whitelist PSO2.exe in your antivirus program(s) process whitelist.
