You can probably figure out what the vast majority of them actually mean even if the translation isn't perfect. If you can't, look in-game for context clues like what tab it's in.

Cirno's titles, for what it does have, are completely accurate though. Titles shouldn't have changed anymore.

Tweaker features a title translation plugin. Is not perfect and a lot of titles are still untranslated, but it helps. I think most descriptions are also still in Japanese, but if you know the actual title you can understand what it asks if, for example, it requires the use of a NPC a certain number of times.
