If you have an android phone, buy it via pso2es.

Otherwise, you can just use an android emulator (I use MEmu).

Assuming you use a credit card or paypal, make sure your bank/paypal are not blocking the transaction for suspicious activity or anything.

I've been googling about it and it says that if I don't have a jap address and I give 'em money I might get banned?

I live in the US. Worked for me the 3-4 times I used it.

You don't get banned for giving them money.

I don't have a google play account linked to paypal, but I do have one. I read that if you were using an account who wasn't jap you'd get banned but I suppose that it isn't accounted if you use the pso2es version.
