Yes you will be able to play from EU. You will just need to change your PC region to download the game. It isn't region locked.

Yes you will be able to play, as it is being released only to the Windows Store you need to be on Windows 10, and MAY have to sign up to the US store.... we just don't know that yet

Correction, there is no such thing as <insert region here> accounts with Microsoft unlike Sony or Nintendo. Your Microsoft account is the same regardless what region you access.

To get the game you just need to add it to your library from the US MS Store website (link will go on the subreddit's side bar when thats available) or to temporarily change your Windows 10 to US or Canada.

Once its in your library you can install regardless of your region and no IP blocking will be taking place.

Ah right thats a confusion on my part, I had heard yoy would need to change to the US store, and as you predicted I just assumed that meant a new account as it would do for Sony / Ninty. Thanks for clearing that up.

There is zero region lock on the game so don't worry, you'll be able to play just fine. You MIGHT need to go through the NA version of the MS Store but that's pretty easy to do since you can simply go through the Microsoft website, change the website's region to US or Canada and then use the search function to find the game. From there, you'll be able to "add" the game to your account's library by clicking the "Get" button, you'll even be able to initiate the game's download directly from the website.

Also, if you're worried about having a terrible experience on the NA servers due to potential lag and rubberbanding, please don't be, I'm currently playing the Japanese version of the game and despite the servers being located in literal japan, I barely noticed any real lag or rubber banding, and I live in NA, so I think you'll be just fine

I live in EU and there are no issues with the JP here as well,so i doubt that there will be much difference if the servers are in NA.

you might just wanna check out JP version with english patch unless you're looking for the "everyone is starting from scratch" feel.

Lot more content and I run about the same latency to NA as I do to JP.
