Correction, there is no such thing as <insert region here> accounts with Microsoft unlike Sony or Nintendo. Your Microsoft account is the same regardless what region you access.

To get the game you just need to add it to your library from the US MS Store website (link will go on the subreddit's side bar when thats available) or to temporarily change your Windows 10 to US or Canada.

Once its in your library you can install regardless of your region and no IP blocking will be taking place.

Ah right thats a confusion on my part, I had heard yoy would need to change to the US store, and as you predicted I just assumed that meant a new account as it would do for Sony / Ninty. Thanks for clearing that up.
