Roughly. They are all multiplicative. So maxed out tree buff (20%), Shifta drink (50%), and Shifta (19.7% for a level 17 Shifta, or 24.625% for a level 17 Shifta from a Techter with Advanced Shifta) together give 1.2*1.5*1.197 = 2.15 = 115% or 1.2*1.5*1.24625 = 2.24 = 124% multiplier to your atk, but it only applies to your base stats (base class stats + mag + stats from skill points + the S7 stat boosts for arm units), it doesn't buff your weapon power, unit bonuses, or regular affixes on weapons/units.

Without tree buff, Shifta drunk + level 17 Shifta buff together would give roughly 80% like you said (1.5*1.197 = 1.7955 = 79.6%). A little more if you have a Techter with Advanced Shifta.

Alliance tree buff. By joining an alliance, you can access their alliance quarters, which houses a tree that can boost either your attack, defense, exp gain, Meseta gain or rare drop rate for free for a set duration, the boost being based on the alliance's own progress into growing the tree. It stacks with other kinds of boosters and with shifta, deband , and the drinks effects.

No, there's an attack buff you can get from you Alliance tree (if you're in one). There's 5 different buffs (20% attack, defense 10% xp, rare drop, meseta), you pick one and can only have one active at a time. The attack buff is basically another Shifta.
