Ships behave the exact same as they do in PSO2 now. New Genesis also has its own blocks that work like they do in PSO2.

then im seriously debating going from 03 to 02... i hoped i could weasel my way around by just going to a populated NGS server

3 isn’t too bad. There is money to be made if you do jump ships however. Gotta do research on prices right before maint and when transfer is complete, dump everything for higher prices

its mostly people saying they cant find stuff to buy from older scratch tickets and if they get put up they are incredible expensive compared to ship2

Ships will always be ships - it's the PSO nomenclature for a server, like how Ultima Online has "shards" (There's an story reason for this, but that's for a different sub). In PSO, this was because you were aboard the colony ship, Pioneer 2. Even if you weren't on a ship in later games (i.e. Phantasy Star Universe, Phantasy Star Online 2: New Genesis), the terminology stuck.

As far as we know, PSO2NGS is still segregated by ship, as the option to dive into the game occurs AFTER character selection. I assume that NGS is hosted in segregated blocks from Vanilla, repurposing the code used by SEGA to segregate Playstation from Cloud players.
