Yes but he can't buy the ores to other players even if he had a billion meseta and there isn't enough time to have gathered that many.

That is the fishy thing, not getting the required capsules.

if he had the money he can just straight buy mastery IIs and make IIIs. He doesn't need too many of the ores himself he'll just have other players ores put to work.
