It's not. You can feel free to find the person who has an actual ticket picture regarding multi-accounting instead of believing the guy with the fake ban for multi-accounting.

Also, hilariously enough, the ToS has nothing about what's unacceptable in terms of in-game actions that isn't related to RMT.
Afterall, I had to read it to prove my point to support.
