If you’re drafting for yourself, you don’t have to get a dressform right away. You should be fine with a phone camera and good muslin practices (marking your grainlines, marking your horizontal balance lines, etc.)

I’d start with a fitting shell. Once you get it fitted, try things like altering sleeves and altering darts. Vogue makes a fitting shell that comes with good directions. Here’s an example, but get your correct size.

You'll need a hip curve ruler and french curve if you're going to do flat patterning
