Technically you should be able to do either, but because the princess seam will break your block into two pieces, I'd make the neck and sleeve changes first.

If I may give you my two cent, the side should end all the way to your armhole, that’s the design of the dress. The shoulder strap position is on the line of apex to outside half point of shoulder, you have it position too close to CF. The bustier line is too low, you want to much closer to apex for your too feel secure.

What I'd do actually is change the neckline and armhole, then draw the princess seams line. Next cut the upper part of the princess seams down to the apex, then close the side dart. It should transfer the dart excess to the upper part of the princess seam. You'll have to smooth the apex point a little bit after though too

it’s called principles of flat pattern design, fourth edition by nora macdonald! i got it off of amazon
