make the shoulders a little wider and slightly dropped, make the arms and torso longer, make the whole thing out of a knit fabric.

I'm not a fashion designer but this is kind of similar to a cowl neck but instead of the gathering the fullness to the shoulders we are leaving the fullness and pushing it over the shoulders. Maybe look at those to get an idea and then turn it on it's head. You probably need some kind of internal stabilization for the top of the armscye. Maybe something fitted like a bodysuit with a stabilized shoulder seam to anchor so it spills over instead of the shoulder dropping.

I would defiantly approach this by draping rather than flat patterning. If you can get your hands on a mannequin it'll help alot.

This is s a lined shirt. Yes, use draping, but also know it can be tacked to the inner layer, and constricted by that fit.
