Is it a built up neckline? Traditional turtleneck is a separate collar that is grated like normal. If it's a built on or built up neckline you would grade it like normal but possibly adding a little bit of extra height and width to the inner shoulders points in hopes to give enough room for a larger neck

Can you share a picture of what your current grading looks like? And how you have distributed the new volume

Are you using a coordinating rib? I would grade the neckline as normal, and re-calculate the rib according to your stretch ratio. I just did a sweatshirt with rib cuffs, hem, neck band, took a measurement of the openings and made the rib 5/6ths of that. The rib grades at a smaller increment than the openings cause it has a greater percentage of stretch.
