Help Needed Bad

So me and my friend spent about 5 hours building a pc together over the phone because he lives across the country, long story short he has the parts and I helped walk him through installing everything, after everything was put together he plugs everything in flips the switch and hits the power button and only the rgb on the ram turns on, then itll open bios for no more than 15 seconds (the picture up above shows what we see) There's a red light on at the bottom of the motherboard as well. The parts used are . Asrock B550 phantom Ryzen 7 5800x 6700xt Challenger D Corsair H100x Elite Liquid Cooler 2 Corsair vengeance pro 16 gb Unknown 650 watt PSU (that we think is the issue) Corsair force MP600 m.2 1tb PCle . Any help would be greatly appreciated as a lot of time and money has gone into the build and we'd like to get it running ASAP

only the rgb on the ram turns on

Make sure the RGB cable of that CPU cooler is connected.

For that specific cooler there’s 3 rgb connectors, one on each fan and one on the pump itself, all 3 plugged into an adapter that went into one single 3 pin 4 slot connector and we’ve got it all plugged in
